These exist because a vehicle taken off the road cleaning is a driver not earning. They are set to cover real cost, not to punish.

How a charge is raised
For fixed priced bookings, the quoted fare includes the applicable journey charges including tolls and additional passengers.
A soiling charge is separate from the fixed fare and may be applied by the driver where appropriate. Any soiling charge is a matter between the driver and passenger, and CABI does not determine or accept responsibility for the charge.
Drivers should retain photographic evidence of any soiling incident in the event of a dispute.
